Eligible Insurer Overview
When insurance cannot be obtained from licensed insurers, it is considered “surplus lines insurance” and it may be obtained from unlicensed insurers that are on the Pennsylvania Insurance Department (PID) Eligible Surplus Lines Insurer List.
Excerpt from PID... "An eligible surplus lines insurer, although approved to transact the business of insurance in this Commonwealth, is not licensed by the Pennsylvania Insurance Department and is subject to limited regulation. In the event of the insolvency of an eligible surplus lines insurer, losses will not be paid by the Pennsylvania Property and Casualty Insurance Guaranty Association."
Each surplus lines insurer applicant must be sponsored by a licensed surplus lines agent. The sponsor should handle all correspondence regarding the insurer’s application for surplus lines eligibility.
